Background Information
The Royal College of Psychiatrists has established a Commission to review the provision of inpatient psychiatric care for adults in England and Northern Ireland in response to concerns about whether there are sufficient acute inpatient psychiatric beds and alternatives to admission available for patients.
As part of this work, the Commission is exploring how many rehabilitation psychiatry inpatient beds are commissioned – and from whom – by CCGs both within the geographical catchment area of the mental health provider trust footprint that the CCG commissions services from and ‘out-of-area’ from that trust. As well as the numbers of beds, the Commission is also interested in how many patients in those different beds are classed as ‘delayed transfers of care’ (aka DTOCs).
Definitions
A delayed transfer of care from mental healthcare occurs when a patient is ready to depart from such care and is still occupying a bed.
A patient is ready for transfer when:
(1) A clinical decision has been made that patient is ready for transfer
AND
(2) A multi-disciplinary team decision has been made that patient is ready for transfer
AND
(3) The patient is safe to discharge/transfer.
